Billy Bat is a comic-in-a-comic and the real protagonist is a Japanese-American artist named Kevin Yamagata who draws Billy Bat for "Marble Comics". Shortly after they transition to the artist in his studio with his assistant, two actual detectives, who look like Laurel and Hardy in Dick Tracy era suits and trench coats, knock on the door and appropriate Kevin's room for the purpose of conducting surveillance on a room in an adjacent building. One of the detectives, the skinny “Laurel”, sees Kevin's work and it turns out he's a Billy Bat fan. The other chubby "Hardy" detective picks up a page and says that the characters look familiar and accuses Kevin of translating an old "Jap" comic. As Hardy remembers the comic he thinks Kevin is ripping off, we make another Urasawaesque time jump to 1949 Tokyo and the chapter ends.

Beneath the shadows of Tokyo lies a horde of terrifying creatures known as "ghouls". These malevolent beings survive by feeding on humans, attacking under the cover of darkness. The Commission of Counter Ghoul (CCG) was established to protect the people and eradicate the ghouls, but identifying them is a challenge, as they blend in with society by pretending to be human. Caught off-guard, Ken Kaneki - a university freshman - unwittingly becomes a part of the world of ghouls and humans when he discovers that his date is, in fact, a ghoul who wants to eat him. Kaneki survives the near-fatal attack and undergoes surgery but finds out that he has become a half-ghoul. As his hunger for human flesh escalates and he struggles to fulfill it by conventional means, he befriends some friendly ghouls who run a coffee shop and help him adjust to his new life. However, his newfound peace is short-lived as Kaneki gets caught in the middle of a war between his friends and the CCG's forces, whilst ghouls from all over Tokyo show interest in him.

This "Jiu" is dressed for combat and has a very large weapon. Just what does the stone have to do with "Jiu" and who gave Tokiwo the stone?

Just thinking about a crime can make you guilty, and in this world there is no mercy for criminals. Detectives work in pairs -one Enforcer and one Inspector- with Enforcers delivering lethal justice, and Inspectors making sure their partners don't take things too far. The story follows an Enforcer Shinya Kougami, who must solve and manage crimes in this dark future.
